Kathleen Faubion, a member of our public law and land use groups, is a lawyer and a planner. With her past experience as a staff planner, she brings a uniquely practical perspective to her land use and CEQA law practice. She has provided invaluable advice to many agencies in amending general plans, zoning ordinances and similar regulations, and in preparing environmental impact reports, negative declarations and related findings.Kit served as the city attorney for San Juan Bautista and has served as assistant city attorney and planning commission counsel for several cities. Kit co-authored the Environmental Review and Mitigation chapter of the new CEB California Land Use Practice manual. She also co-authored the Office of Planning and Research technical advice manual Bridging the Gap: Using Findings in Local Land Use Decisions, Second Edition. Kit is a frequent speaker on land use and CEQA matters, and regularly provides technical training programs for local agency staff.Kit graduated from Pitzer College in Claremont, California, and then obtained her M.S.W. degree from the University of Michigan, where she concentrated in community practice. After seven years with the Santa Barbara County Planning Department, she returned to school and received her J.D. degree from the University of California, Davis. Kit is a member of the American Institute of Certified Planners (AICP), as well as the American Planning Association and the Association of Environmental Professionals. |
