Joseph Quinn Biography :

Joe Quinn heads the firm's appellate practice group and aids clients in complex litigation, revenue and taxation matters, writs and appeals. Joe joined us from Howard Rice where he worked with public agencies and private parties in civil litigation. Previously, Joe served as a principal trial attorney for the San Francisco city attorney's office where his clients included San Francisco International Airport. Joe is an Appellate Law Specialist certified by the California Board of Legal Specialization.Joe's extensive litigation experience includes defending the City and County of San Francisco and the City of Modesto in lawsuits challenging those jurisdictions' business license tax ordinances. His appellate experience includes his role as lead counsel in Michaelis, Montanari & Johnson v. City of Los Angeles, Department of Airports, 38 Cal.4th 1065 (2006) (Public Records Act does not obligate agency involved in a competitive-proposal-and-negotiation leasing process to disclose competitors' proposals prior to negotiations); Geneva Towers, Inc. v. City and County of San Francisco, 29 Cal.4th 769 (2003) (limitations period for certain property tax refund actions) Kumar v. Superior Court, --- Cal. App. 4th ---, 57 Cal.Rptr.3d 72 (Mar. 16, 2007) (upholding City's hotel tax against due process, equal protection and preemption claims); North Bay Constr., Inc. v. City of Petaluma, 143 Cal.App.4th 552 (2006)(mechanic's lien cannot be enforced against public property, even if work not performed as part of public work project; contractor cannot recover based on quasi-contract for improvements to municipal property done under contract with lessor); Placer Cty. Local Agency Form. Comm. v. Nevada Cty. Local Agency Form. Comm., 135 Cal.App.4th 793 (2006) (interpreting Government Code provisions to decide which county has jurisdiction over a multi-county special district's planning matters, such as service reviews and boundary setting); Flying Dutchman Park, Inc. v. City and County of San Francisco 93 Cal.App.4th 1129 (2001) (application of the "pay first, litigate later" rule to municipal tax refund actions); and International Federation of Professional and Technical Engineers, et al. v. San Francisco Public Utilities Commission, 76 Cal.App.4th 213(2000)(charter interpretation regarding retiree benefits); Holmes v. District Attorney, 68 Cal.App.4th 1523 (1998)(constitutional requirements for terminating at-will public employees). Additionally, Joe was a member of the team that defended San Francisco's landmark domestic partner ordinance in Air Transport Assoc. v. City and County of San Francisco, 266 F.3d 1064 (9th Cir. 2001) and a member of the team that defended San Francisco's disadvantaged business enterprise ordinance in the landmark Coral Constr., Inc. v. City and County of San Francisco, --- Cal.Rptr.3d ----, 2007 WL 1140369 (April 18, 2007).Joe earned his J.D. from the University of California, Boalt Hall School of Law and his B.A. with honors from the University of California, Los Angeles. He clerked for the Honorable Eugene F. Lynch, Judge of the United States District Court for the Northern District of California in 1997 and before that, served a clerkship with the full court of the United States District Court for the Northern District of California. He has been a speaker for such groups as the California Judicial Council and the League of California Cities. Joe is an adjunct instructor at St. Mary's College, where he teaches Role of Law and Legal Writing. He is also a member of the Board of Directors of Levitt & Quinn Family Law Center, a public-benefit, non-profit law firm in Los Angeles.
