As a partner with Rampart Partners, LLC. of Reston, Va., Mr. Costa provided consulting services for videoNEXT for nine months before being appointed president and CEO of the company. Rampart Partners is a consulting firm specializing in mergers and acquisitions, capital raising, and business consulting. Mr. Costa comes to videoNEXT with more than 30 years of experience as an electronic security industry executive. Widely recognized as an electronic security systems integration and technology expert, Mr. Costa has built a domestic and international network of investors and senior executives who have benefited from his extensive background in organization building, deal structuring, due diligence, capital raising, venture alliances, and strategic business skills. Prior to joining Rampart Partners, Mr. Costa was the co-founder, Chairman, and CEO of ISR Solutions, Inc., a security systems integration company established in 1996 to provide enterprise-wide security management solutions, including access control, video surveillance, intrusion detection, and credential management services to Fortune 1000 caliber companies and government agencies. Augmenting the company’s own resources, Mr. Costa secured private capital from The Carlyle Group, Fairfax Partners, and Claneil Enterprises to expand to a nationwide network of 12 offices and 250 employees. Under Mr. Costa’s guidance, ISR grew to become the third largest independent security systems integrator in the U.S. and largest in the federal market. The company boasted a corporate client list that included EDS, Ernst & Young, Price Waterhouse, Dell Computer, Target Corporation, and Reuters in addition to the Federal Reserve Bank, US Army, US Navy, US Air Force, NASA, Social Security, Department of Health & Human Services, and GSA. Teaming partners featured EDS, Bearing Point, Lockheed Martin, Northrop Grumman, and Maximus. The company was sold to Stanley Works in 2004, at which time Mr. Costa joined Stanley as Vice President of Sales and was a key member of the acquisition integration team. Significant accomplishments include: Creating and developing the business plan and strategy for ISR Solutions that resulted in unprecedented growth in the Security Systems Integration business Formulating and executing a government marketing plan that established ISR Solutions as a dominant player in smart card technology Raising venture capital funding that facilitated the acquisition and integration of multiple enterprises, creating both a national footprint and recognizable brand. Previously, Mr. Costa was the founder and CEO of LINX Technologies, a leading manufacturer of large integrated access control / intrusion detection systems. The Port Authority of New York and New Jersey retained Mr. Costa and LINX Technologies to work in cooperation with its in-house engineering department to develop specifications and implementation plans to meet FAA deadlines, as mandated by FAR 107.14. LINX was also contracted to manufacture and install the systems for all three of the Port Authority’s Airports. JFK International Airport was the first of the Category X airports to have its system installed and fully operational. During LINX’s 13-year history, the Linx installed over 400 systems worldwide. The company was sold to Mosler Inc. in 1993, at which time Mr. Costa joined Mosler as Vice President, Federal Systems and Commercial Business Development. He was called to testify as an expert witness before The President’s Commission on Aviation Security and Terrorism. In addition to his expertise in aviation security, Mr. Costa has extensive background in the design and implementation of systems for industrial and commercial high-rise facilities as well as academic and financial institutions Mr. Costa attended Trenton College, where he majored in Engineering, has been a guest speaker at security seminars, trade associations, and symposiums, and is the author of a number of corporate and aviation security articles. Born in New Jersey, he currently resides in Virginia with his wife Dawn and has two grown sons. Mr. Costa is an active member of the American Society for Industrial Security. |
