John Sander is a Senior Consultant with Suss Consulting, Inc. and brings to the firm extensive experience in both planning and financial management. With over 30 years of federal service, Mr. Sander spent eighteen years with the U.S. Department of State where he held several leadership positions.

Mr. Sander's most recent project was the development of the business process model and functional and technical requirements for a fully integrated Central Financial Planning System (CFPS). CFPS was the Department's response to the Presidential mandate as well as the requirements of the Government Performance and Results Act to fully integrate planning and budgeting and move towards accountability for performance results. The vision for CFPS was to ultimately enable managers overseas to prepare and execute strategic and performance plans and to provide for budget formulation and execution including cost accounting and performance measures. Mr. Sander developed the vision for CFPS and directed a team of functional and technical expert consultants in completing the requirements definition and business process model based on information gathered through extensive research that included site visits to U.S. embassies overseas.

He also served as the Chief Accounting Officer where he managed the global accounting programs through financial management service centers located in major cities abroad. Mr. Sander led the implementation of the Department's first fully automated accounting system which was a multi-year effort resulting in compliance with requirements mandated by the President and Congress. This system captured over $4 billion in annual expenditures in 160 embassies and consulates overseas and laid the foundation for the production of audited financial statements necessary for compliance with the Chief Accounting Officers Act of 1990.

Because of his extensive knowledge of Department operations, Mr. Sander was appointed to oversee the production of the Department's first Accountability Report, a published document required by Congress, describing the Department's goals, programs and performance results including the financial statements and independent auditors report. Mr. Sander was the managing editor for the reports for fiscal years 1997, 1998 and 1999.

Mr. Sander was also Deputy Executive Director and Budget and Management Director for the Foreign Service Institute where he developed and implemented the Department's first on-line, real-time management and cost accounting system.

Prior to State, Mr. Sander began his career at the National Credit Union Administration culminating with responsibility for planning and budgeting for the national examination, supervision and insurance programs. Mr. Sander has co-authored several publications in financial management and has served on the adjunct faculties for the Foreign Service Institute and the University of Wisconsin Management Institute.
