John Lockard Biography :

John Lockard is President of Precision Engagement and Mobility Systems, which includes Global Strike; Mobility; Airborne Anti-Submarine Warfare (ASW) and Intelligence, Surveillance and Reconnaissance (ISR), and Rotorcraft for all military services.

Prior to this assignment, Lockard was vice president and general manager of Naval Systems for Boeing Integrated Defense Systems. He had overall responsibility for providing integrated solutions to meet the communication, intelligence, surveillance, reconnaissance and precision engagement capabilities for the U.S. Navy and Marine Corps customer.

Boeing Integrated Defense Systems, formed in July 2002 from the merger of the Boeing Military Aircraft and Missile Systems and Space and Communications businesses, provides systems solutions to global military, government and commercial customers. Prior to the formation of Integrated Defense Systems, Lockard was vice president and general manager of Business Development for Boeing Military Aircraft and Missile Systems.

Lockard joined Boeing in 2000 as vice president and general manager of Engineering for Boeing Military Aircraft and Missile Systems after retiring as a vice admiral with 36 years of distinguished service in the U.S. Navy. He began his career with the Navy in June 1964 with the Naval Aviation Cadet Program. After receiving his wings in 1966, he served in numerous operational assignments, including combat operations flying from Navy carriers. He attended the Naval War College in 1974 and, after graduation, served with the F/A-18 Engineering Office at the Naval Air Systems Command. He became the Navy F/A-18 program manager in 1986 and later assumed duties as assistant commander for Systems and Engineering. In 1991, he was assigned to the Assistant Secretary of the Navy for Research, Development and Acquisition as the program executive officer for Tactical Aircraft Programs. He assumed command of Naval Air Systems Command in 1995.

In 2007, The Navy League of the United States presented Lockard with one of its highest honors, the Admiral Arleigh Burke Leadership Award. The award is named for former Chief of Naval Operations Admiral Arleigh Burke, a World War II hero who was recognized for his professional achievements, ethical standards and unselfish dedication to the United States and the Navy. Lockard is also a Fellow in the Royal Aeronautical Society.

Lockard, a highly decorated veteran, holds a bachelor's degree in aeronautical engineering from the Naval Postgraduate School. He has served since 1994 as the Chairman of the Board of Directors of the Navy Federal Credit Union, the world's largest credit union with over $30B in assets. He also serves as a trustee for the Naval Aviation Museum Foundation. He enjoys boating and holds a commercial pilots license.

Lockard was born in 1944 in Mobile, Ala.
