James Frey is executive vice president of Major Accounts, which includes responsibility for $4 billion of revenue in eight states. In this position, Frey is responsible for more than 1 million health plan members.
Prior to his current position, Frey was president of Western markets from 2002 to 2005. Prior to that, he served as PacifiCare's senior vice president of Branding and Strategic Initiatives and also served as chief of staff to PacifiCare's Chairman and Chief Executive Officer, Howard Phanstiel. He also served as senior vice president of Operations for PacifiCare Health Plans, responsible for more than 3,000 employees in Operations and Customer Service. Previously, he was also president of the PacifiCare of Nevada health plan.
He began his career with PacifiCare (formerly FHP Health Care) in 1994 as the director of Regulatory and Legal Affairs where he oversaw product development, prepared the organization for all regulatory audits, and ensured compliance with all legislative changes. Frey earned his bachelor of arts degree at the University of California, Berkeley in 1989. He earned his master's degree in Health Related Professions at the University of Arizona in 1991. Frey also holds a Master of Business Administration degree from the Karl Eller Graduate School of Management at the University of Arizona. |
