Mr. Cottos provides project management services to health care organizations in the areas of corporate compliance program development and evaluation, as well as training and assistance in compliance investigations and issue resolution. He recently completed a one-year assignment as the Designated Compliance Officer for a national disease management organization, where he assisted in developing and implementing the compliance program, including implementing the Standards of Conduct and training 500 employees and the Board of Directors, implemented compliance policies and procedures for the organization and resolved numerous compliance issues. Prior to working with SM, Mr. Cottos held senior supervisory positions with KPMG and two other consulting firms. In those capacities, he was intimately involved in the development, evaluation and enhancement of compliance activities and programs. In addition, he assisted a number of clients with forensic problems and assisted them in the proper conduct of internal investigations. Mr. Cottos retired from federal service in 1998 as the Assistant Inspector General for Investigations at the U.S. Department of Treasury. He came to that position after spending 15 years with the U.S. Department of Health and Human Services (DHHS), Office of Inspector General (OIG), including being the Regional Inspector General for Investigations in Atlanta, where he was responsible for planning, directing and reviewing the highly sensitive investigative activities of the 65 Special Agents within the eight states covered by his office in Atlanta and nine sub-offices. Prior to Atlanta, he was the Chief Inspector for the DHHS OIG in Washington, responsible for headquarters oversight of health care fraud investigations being conducted nationwide. Other duties included reviewing all prosecution reports on health care cases to analyze the evidence submitted to verify the fraudulent activity. Mr. Cottos served in the U.S. Marine Corps, 1966-1970, including one tour in Vietnam. He has a Bachelors degree in Psychology from the University of New Mexico and has been a member of the American Health Lawyers Association since 1998.
