Mr. Gorzynski has performed many duties relative to all phases of project management, planning, design, drafting, quantity and cost estimating, specification writing and construction inspection of highway and bridge projects. His duties have also included detailed field inspections with photographs, coordination and supervision of core borings, soil borings, analysis of structural damage and deterioration, economic analysis of construction, preparation of construction cost estimates, preparation of bridge inspection and design reports, testimony for Public Service cases, and structural investigations and reports. Mr. Gorzynski has successfully prepared or supervised the preparation of all phases of design reports for the NYSDOT, including environmental assessments, section 4(f) evaluations, visual assessments, preparation and comparison of design alternatives, presentations at public meetings, and evaluations of written and oral comments from Public Hearing participants. Mr. Gorzynski has served as a Quality Assurance Engineer, Specification Writer, Project Manager, and Engineer-In-Charge for numerous bridge design and inspection projects. Special Project Experience: Above-Water Inspection of NYS Canal Structures, NYSTA/Canal Corporation; Mr. Gorzynski is the Project Manager, Team Leader, and Quality Control Engineer for this structural inspection project that involves the inspection of over 250 canal structures on the Erie (Barge), Champlain, Oswego and Cayuga-Seneca Canal systems. Structures inspected include locks, moveable dams, guard gates, taintor gates, dams, and bridges. Rehabilitation of Peebles Island Bridge, Waterford, NY; NY Office of Parks, Recreation and Historic Preservation; Mr. Gorzynski served as the Project Manager/Project Engineer for the rehabilitation of this historic bridge at the confluence of the Mohawk and Hudson Rivers and also the Gateway of the Erie Canal. The project involved the conversion of an old seven-span railroad bridge into a vehicular bridge with a cantilevered pedestrian walkway. Services included project management, inspection, structural design, environmental assessments, informational hearings, signal design, specifications, and all other related work. Three Rivers Bridge Rehabilitation Project; Oswego County Department of Public Works; Mr. Gorzynski was Project Manager and Project Engineer for this $1.9 million truss bridge rehabilitation project. A major feature of the project was the improvement of the site distance at the south approach by adding two new girders in a "fan" arrangement on an extended abutment to "open-up" the intersections for improved visibility. The project also included concrete repair and deck replacement, pier reconstruction, floor system steel replacement or reinforcement to upgrade loading, and painting of all structural steel. Biennial Inspection, Underwater Inspection, Fathometer Survey, and Level I Load Rating of the Barnhart Island Bridge, Massena, NY; NY Power Authority; Mr. Gorzynski has served as the Project Manager/Team Leader for Inspections and as Quality Control Engineer for this Level I Load Rating project. The Level I Load Rating Analysis involved both the floor and truss systems by subjected it to a 3-lane live load (HS20-44) applied in accordance with the AASHTO Manual for Maintenance Inspection of Bridges. Inspection of the Roadways and Bridges Incorporated into the Robert Moses Hydro-Electric Power Plant, Lewiston, NY; NY Power Authority; Mr. Gorzynski served as the Project Manager/Team Leader for the very complex inspection of the three roadways and bridges, both over the dam and incorporated into the Robert Moses Hydro-Electric Power Plant. Inspection of Various Historical Bridges, Various Sites throughout New York State for Various Clients Including the New York State Department of Transportation; Mr. Gorzynski served as Chief Field Engineer for the inspection of more than 20 historical bridges including stone arches, covered bridges, and wrought iron trusses (Whipple, Lenticular, Bowstring, Tubular, and Parabolic). Renovation of the Minetto Bridge East over the Oswego River and Canal; Oswego County Department of Public Works; Mr. Gorzynski served as Project Manager and Project Engineer for the renovation of this concrete bridge, including the historical concrete arches at the eastern portion of the bridge. The project also included repair of massive concrete piers both above and below water and deck replacement with a new independently supported reinforced concrete deck designed for legal load. Construction Inspection of the Rehabilitation of Little Falls Harbor; Syracuse Division of the Thruway, NYS Thruway Authority; Mr. Gorzynski served as the Project Manager for this project, which involved the complete rehabilitation of Little Falls Harbors. Local Bridge Condition Survey; NYSDOT Regions 2, 3, 6 and 7; Mr. Gorzynski served as Project Manager, Quality Control Engineer, and Team Leader for biennial inspections of over 2000 local and state owned bridge structures. Replacement of the West Taylor Street Bridge; Syracuse, New York; City of Syracuse; Mr. Gorzynski served as Project Manager and Project Engineer for all facets of this bridge replacement project. The substructure design included consideration of a sensitive foundation condition at an adjacent building. The project also included street reconstruction, storm drainage, and new approach sidewalks. Bridge Replacement Projects for Chemung County Department of Public Works; Mr. Gorzynski served as Project Manager for five bridge replacement projects including: Diaht Road Bridge and Monkey Run Road Bridge over Goldsmith Creek; Elmira, NY; Mr. Gorzynski was responsible for all aspects of bridge replacement which included concrete encasement of soldier pile and steel plate abutments, construction of new concrete bridge seats, installation of Glulam-treated timber superstructure and bridge rail and placement of deck membrane and asphalt wearing surface.
