Mr. Waters is Executive Vice President and Chief Technical Officer for Level 3 and is responsible for developing the company's overall technology roadmap. Prior to joining Level 3 Mr. Waters was an executive staff member responsible for the architecture design and implementation of MCI and Concert's Internet Services. Additionally he was one of the original key contributors who designed and built MCI's initial Internet service.
