Born San Antonio, Texas, December 23, 1950; admitted to California Bar 1977, U.S. District Court, Northern District of California 1997, Eastern District 1984. Education: Stanford University (B.A. 1973); Stanford Law School (J.D. 1976). Member: Fresno County Bar Association (Board of Directors 1991-1994); American Bar Association; La Raza Lawyers Association (Treasurer 1983, Executive Board Member 1987, Asst. Board Member 1989); Federal Bar Association; Fresno County Women Lawyers. City Attorney, City of Fresno (1995-2006) Ms. Montoy is a the Firm’s Assistant Secretary and a member of the Firm’s Board of Directors. She also Chairs the Public Agency Department and is a member of the Business Transactions and Employment Law Departments. Ms. Montoy is experienced in all phases of public agency law including governance, ethics, personnel and employment, code development and enforcement, land use, planning, zoning, eminent domain, CEQA issues, contracts, ordinances and redevelopment law.
