Harold Altscher has been primarily responsible for the firm's tax opinions with respect to the issuance of tax-exempt obligations over the last 28 years. These tax-exempt obligations have been issued for various purposes, including governmental facilities, charitable organizations, manufacturing facilities, housing projects, airport and public port facilities and land preservation. He also has extensive experience with respect to tax controversy matters before the Internal Revenue Service relating to the issuance of tax-exempt obligations. His clients include governmental units, such as Howard, Calvert and Harford counties in Maryland, and various private parties to such transactions. Mr. Altscher is a fellow of the American College of Bond Counsel, a former director of the National Association of Bond Lawyers, a former chairman of its Committee on Federal Tax Matters and Chairman of its annual workshop. He holds an L.L.M. (Taxation) from George Washington University Law School. Prior to joining the firm, Mr. Altscher was a Captain in the U.S. Air Force JAG Corp. from 1973-1977.
