Gregory Miller Biography :

Gregory P. Miller is recognized as one of the 50 most influential minority attorneys in the Commonwealth of Pennsylvania. He entered private practice in 1984 after almost a decade of public service, first as an officer in the U.S. Navy, Judge Advocate General’s Corps and later as a federal prosecutor of the U.S. Attorney’s Office in Philadelphia. During his years as a federal prosecutor, Greg became nationally known for his experience and expertise in the health care enforcement area. As an assistant U.S. Attorney and chief of the Criminal Division, Greg prosecuted the landmark health care fraud case, United States v. Greber, which established new law in the area of Medicare kickbacks.

Shortly after entering private practice, Greg defended an executive of a major U.S. corporation charged with defense procurement fraud in a four-month jury trial. This case, which involved thousands of documents and hundreds of witnesses, was one of the most complex white collar criminal trials ever tried in Philadelphia at that time.

Insurance Litigation. Greg subsequently was retained as counsel to the Insurance Commissioner of Pennsylvania in her role as rehabilitator of the Mutual Fire, Marine and Inland Insurance Company. Greg led a team of lawyers in recovering millions of dollars on behalf of this insolvent estate. One of Greg’s recoveries, a $51 million settlement in the case Foster v. Alexander & Alexander, was recognized by Pennsylvania Law Weekly as the largest of the 25 largest Awards & Settlements in Pennsylvania in 1995. In fact, this and other recoveries enabled Mutual Fire to be successfully rehabilitated.

When the late Pennsylvania Gov. Robert Casey’s bill to reform automobile insurance, commonly known as Act 6, was challenged by the insurance industry and medical professionals, Greg was retained and successfully defended the bill from all challenges. The reform provisions of Act 6 have served as a model to numerous other states.

Securities Litigation. Greg’s practice includes substantial litigation in the securities area. He represented John Bennett, who was sued by the U.S. Securities and Exchange Commission (SEC), among other agencies, for his activities while CEO of the New Era Foundation. Greg was counsel to a Big Four accounting firm engagement partner in an action brought by the SEC. He recently resolved disputes with the SEC involving allegations of late trading, market timing and the improper management of a hedge fund.

Greg has represented clients, both plaintiffs and defendants, in virtually every jurisdiction within Pennsylvania. As a result of his vast experience, Greg was selected by the Hon. Louis Bechtle to serve as special discovery master in the multidistrict litigation matter In re: Diet Drugs Products Liability Litigation, MDL No. 1203. His service as special discovery master was continued by the Hon. Harvey Bartle, III, when Judge Bartle assumed responsibility for this matter.

Greg is frequently asked to serve as a special master or mediator in federal or state matters. He is also a founding member of the Academy of Court Appointed Masters. In 2006, Greg was appointed to the Third Circuit Lawyers Advisory Committee. He is also a member of the Criminal Justice Act Panel Selection Committee for the U.S. District Court for the Eastern District of Pennsylvania.

In General. In addition to his trial skills, Greg is an author, lecturer and expert in the area of legal ethics. For six years, he was a member of the Disciplinary Board for the Supreme Court of Pennsylvania and the chair of its Rules Committee. He is currently the vice chair of the Pennsylvania Board of Law Examiners.

Greg’s achievements have been recognized numerous times by his peers. He is a fellow in the American College of Trial Lawyers and the International Society of Barristers. In 2004, 2005, 2006 and 2007, he was selected as one of the Pennsylvania Super Lawyers, an honor reserved for 5% of Pennsylvania attorneys. In addition, in 2007 he was listed as one of the Top 100 Pennsylvania Super Lawyers.
