Prior to joining Suss Consulting, Mr. Sibley was Client Executive, U.S. Government Solutions, with responsibility for the U.S. Department of Defense Office of the Secretary of Finance and the Department of Navy (DoN) for EDS. Previously Mr. Sibley was Vice President of Navy Marine Corps Programs for EDS U.S. Government Solutions. In this capacity, he was responsible for ensuring overall service excellence on EDS DoN contracts, except for the Navy Marine Corps Intranet (NMCI) program, and for growing all DoN business. Having served as Deputy Program Executive for NMCI prior to that role and in numerous leadership positions during his 37-year career with EDS, Mr. Sibley brought extensive experience and valuable perspective to the position.

From 1990 to 1997, Mr. Sibley was President of the Military Systems Strategic Business Unit (SBU), directing EDS marketing, sales and operations for the military services and for U.S. Department of Defense agencies. He then was promoted to Managing Director for the EDS Government Industry Group’s Europe, Middle East and Africa region.

Mr. Sibley joined the Federal Systems Division in 1987 as manager of the U.S. Navy Inventory Control Points contract. In 1988, he oversaw the U.S. Navy Stock Point Automatic Data Processing (ADP) Replacement account. Next, Mr. Sibley was promoted to division Vice President of U.S. Navy and Marine Corps operations for EDS Government Services.

In 1984, Mr. Sibley moved to the Government Services Division, serving as regional manager for the U.S. Department of the Treasury account. He then accepted the role of division Vice President of Civilian Agency Operations, managing major EDS accounts with the U.S. Postal Service and the U.S. Social Security Administration, among other government agencies.

Mr. Sibley joined EDS in 1970 and graduated from its Systems Engineering Development Program. In the following 14 years, he was assigned to roles of increasing responsibility, representing EDS as a systems engineer, account manager and regional manager for the corporation’s Commercial Insurance Division.

His leadership positions include chairman of the U.S. Delegation to the NATO Industrial Advisory Group; president of the Washington, D.C., chapter of the Armed Forces Communications and Electronics Association (AFCEA); and international vice president and member of the executive committee for AFCEA International. In 2001, he was elected to the board of directors of the Uniformed Services Organization (USO).
