Gary S. Wigmore, managing partner of Milbank's Tokyo office and head of the firm's Asian Project Finance Practice, is responsible for project finance and development involving power, oil and gas, mining, telecoms and other infrastructure projects. He also works in restructuring, M&A acquisitions and direct investment. From 1992 to 2004 Gary worked in Milbank's Singapore office and prior to 1992 in the firm's New York office.
Gary regularly represents lenders, developers, export credit agencies, utilities and equity investors in transactions, including project financings, restructurings, privatizations, securitizations and mergers & acquisitions. Gary's recent experience includes representation of: JBIC, KEXIM and other ECAs on the project financing of the Ambatovy laterite nickel mine project in Madagascar; the developer and owner of a coal-fired power plant to be built in the Philippines by a Chinese EPC contractor and financed by Chinese financial institutions; BNP PARIBAS in the $562 million financing of the construction, operation and maintenance of a toll road in Peru; a Japanese consortium on a bid to develop the Fujairah 2 Independent Water and Power Project in the United Arab Emirates; a Japanese ECA in connection to the financing of 1,320 MW coal-fired expansion project in Southeast Asia; and a Japanese ECA in the acquisition financing of oil and gas properties in the Gulf of Mexico.
Other representations include: lenders, including JBIC, on the financing of the Cerro Verde Copper in Peru; a Japanese consortium in its bid to build, own and operate a power and desalinated water plant in Oman; Japanese electric utilities in acquisitions and new projects in Turkey and Indonesia; the sponsors (BP, Sembcorp, Kyushu Electric and Sojitz) in the development and financing of the Phu My 3 power project Vietnam; a syndicate of banks, lead by BNP PARIBAS, Mizuho Corporate Bank and Société Générale in connection with the CBK power project in the Philippines; and the lenders in the financing of oil and gas interests of Pearl Energy.
Gary's finance practice in Asia has involved many pioneering transactions including: the Phu My 3 project in Vietnam, awarded "Asia-Pacific Multisourcing Deal of the Year" by Project Finance Magazine (Euromoney Publication) and the CBK Power Project, voted "Project Finance Deal of the Year - 2000" by Finance Asia. Gary was ranked second by Euromoney Legal Media Group Expert Guide -"Best of the Best" as one of the "World's Leading Project Finance Lawyers" in 2000 and was listed among the top ten lawyers in the 2002, 2003 and 2004 editions. Gary was also designated as one of "Asia's Leading Project Finance Lawyers" in AsiaLaw's Annual Survey.
Gary received his J.D. at Fordham Law School, a M.S. Management degree from Carnegie-Mellon University and a B.A. degree from the State University of New York at Oneonta.
Prior to joining Milbank, Gary had significant energy financing and advisory experience at JP Morgan Bank and Ridgewood Energy. He is a frequent speaker at conferences and seminars. |
