Director-Foreign Affairs Strategic Programs, International Development and Diplomatic Solutions Program
Gene Frank directs SRA’s support to the Information Resources Management office of the U.S. Agency for International Development (USAID) and the Department of State. In this position, Frank provides oversight for a complete range of information technology (IT) services, including systems engineering, help desk functions, systems administration, local and wide area network management, global satellite communications, software development, and technology upgrades. He also leads SRA’s support to the Economic Growth, Agriculture, and Trade (EGAT) Bureau, which supports USAID goals. These projects involve activities in countries worldwide and include implementation of IT in conjunction with USAID missions and the needs of local companies and national governments.
Prior to this assignment, Frank served as SRA's Chief Technology Officer/Chief Knowledge Officer. In this role, he directed SRA's technical community and technology programs, including the Advanced Technology Group (SRA's research and development team); the Process Management Group; technical marketing support; and the Engineering and Technology Group (ETG), the Company's centralized matrix organization with expertise in all of the major technical disciplines. His responsibilities also included the management of SRA's internal knowledge management programs and corporate staffing services.
Since joining SRA in 1992, Frank has managed several major SRA businesses and initiatives. He directed major command and control systems engineering projects and established many of the company’s internal systems, including the systems engineering center, the corporate infrastructure operations group, and SRA’s intranet. Frank established SRA’s western operations group, developing regional offices in Washington and California. More recently, he was the Deputy Director of SRA's civil government business and the director of the Environmental and Management Solutions business unit.
Prior to joining SRA, Frank had over a decade of technical and leadership experience in the IT field at GTE, AT&T Bell Laboratories, and the U.S. Army Computer Systems Command. He has also taught at several universities, including the University of Wisconsin-Madison, Arizona State, and Auburn University. He is a member of several professional associations, including the Association of Computing Machinery (ACM) and the Information Technology Association of America (ITAA).
