Current responsibility
Esther is a principal and consulting actuary with the Houston office of Milliman. She joined the firm in 1999.
Experience
Esther's area of expertise is health insurance. Specific areas of concentration include the design and pricing of insurance programs, rating strategies, the projection and monitoring of financial results, state rate filings, and Medicare Part D attestations. She has advised HMOs, PPOs, insurance companies, employee benefit plan sponsors, and governmental entities. Esther has experience working with indemnity and managed care products in the commercial, Medicare, and Medicaid markets. She has extensive experience in the small group market, including compliance testing, rating strategies, and product design. Esther has also worked with state and local governments to develop alternative benefit designs for the uninsured populations.
Esther has supervised the underwriting department of HMOs, including the training of new underwriters, developing underwriting manuals, developing electronic underwriting systems that capture the data for compliance testing and experience reporting, and training underwriters to use the Milliman Underwriting Guidelines.
Prior to joining Milliman, Esther held management positions with national insurance carriers and had several years of prior consulting experience. Her most recent position was director of actuarial services for the regional office of a national HMO. Responsibilities included management of the actuarial data analysis and client reporting teams for the underwriting division of the region. This included rating, experience studies, rate filings, small group compliance, training underwriters and marketing staff on small group rating requirements, and managing the new system testing/transition teams for group managed healthcare products.
Esther has served on an examination committee of the Society of Actuaries and is a past president of the Actuaries' Club of the Southwest.
