Douglas Shulman is Vice Chairman of NASD. He has broad responsibility for strategy, services and operations at NASD. He oversees NASD's technology, registration and disclosure, and industry testing and continuing education. He also is responsible for NASD's market transparency facilities (OTCBB, TRACE, TRFs and ADF). He leads NASD's strategic planning and international efforts. Mr. Shulman also has broad based responsibilities for working with NASD's membership to ensure effective member input into NASD's activities, and oversees NASD's member services and member relations departments.
Mr. Shulman has spent his career in both the public and private sectors. His private sector experience includes running two small companies, working for AT Kearney consulting and working as a private equity investor at Darby Investments. His public sector work includes serving as the Chief of Staff of the National Commission on Restructuring the Internal Revenue Service.
Mr. Shulman holds a BA from Williams College, an MPA from Harvard University's Kennedy School of Government, and a JD (magna cum laude) from Georgetown University Law Center.
