Douglas Mancino Biography :

Douglas M. Mancino is a partner in McDermott Will & Emery LLP's Los Angeles office. He has represented all types of nonprofit organizations for more than 30 years on tax, business and financial matters. He represents organizations and individuals in connection with the formation of nonprofit organizations such as public charities, private foundations, corporate foundations and trade associations; corporate transactions such as mergers and acquisitions; joint ventures; shared services; conversions from nonprofit to for-profit status, and restructuring of corporate organizations. He has extensive experience in audit, appeals and tax controversy matters, has served as lead tax counsel in 15 audits conducted by the IRS as part of its Coordinated and Team Examination Programs for large tax-exempt organizations, and has litigated several tax cases in the U.S. Tax Court and in the U. S. Court of Appeals.

Mr. Mancino was profiled by California Law Business as one of the lawyers most frequently cited by their peers among California's most prominent practitioners in the tax exempt organizations and health care fields. Mr. Mancino also has been recognized by The National Law Journal as one of the nation's leading managed care lawyers, by the Los Angeles Business Journal as one of Southern California's top 100 health care executives, and by Los Angeles Magazine as one of L.A.'s "Super Lawyers." He has also been named in The Best Lawyers in America, 1991-2008 editions (Health Care Law and Non-Profit/Charities Law) and is listed in Who's Who in America, Who's Who in American Law and Chambers USA America's Leading Lawyers for Business.

Mr. Mancino is the author of the treatise, Taxation of Hospitals and Health Care Organizations (Matthew Bender 2004), and the co-author of Taxation of Exempt Organizations (Warren Gorham & Lamont 2002). Mr. Mancino also co-authors A Guide to Complying with Stark Self-Referral Rules (Atlantic Information Systems, Inc. 4th Edition, 2004), and Joint Ventures Between Hospitals and Physicians (Aspen Systems 1987). In addition, he has authored more than 70 articles and book chapters on a variety of subjects concerning tax-exempt organizations.

Mr. Mancino is a Fellow of the American College of Tax Counsel and of the American Health Lawyers Association. and he also serves on the editorial advisory boards of The Exempt Organizations Tax Review, Taxation of Exempts, BNA's Health Law Reporter, and Decisions in Imaging Economics. Mr. Mancino also is a member of the Advisory Board of The Center on Philanthropy and Public Policy of the University of Southern California's School of Policy, Planning and Development.

In addition, Mr. Mancino previously has served as President of the American Health Lawyers Association (1993-94), Chair of the Exempt Organizations Committee of the ABA's Tax Section (1995-97), a Council Director of the ABA's Section of Taxation (1999-2002), a member of the Board of Advisors of the National Center on Philanthropy and the Law (1998-2000), and Chair of the Tax and Accounting Interest Group of the ABA's Health Law Section (1998-2001).

Mr. Mancino is active in civic and charitable activities. Currently he is Chairman of the Board of Trustees of The Children's Burn Foundation and a member of the Boards of Directors of Kent State University Foundation, Inc. and The Media and Policy Center Foundation of California, Inc. He has previously served on the Boards of the L.A. Opera League and the International Myeloma Foundation. Mr. Mancino also is a Gold Circle Founder and a member of The Fraternity of Friends of the Music Center of Los Angeles, a member of the Corporate Circle of Center Theater Group, and a member of the President's Circle of the Los Angeles County Museum of Art.

Mr. Mancino received his law degree, summa cum laude, from The Ohio State University College of Law in 1974 and his Bachelor of Arts degree, cum laude, from Kent State University in 1971.
