Douglas B. Swill is a partner in the Health Practice Group. His practice is concentrated in the representation of health care organizations, including hospitals, long-term care facilities, diagnostic imaging centers, physician groups, home health organizations and managed care organizations throughout the United States. Douglas also represents health care-related nonprofit professional and trade associations. He counsels clients on a variety of health care regulatory and corporate matters, including governance and nonprofit issues, Stark, anti-kickback and tax-exemption law analyses, Medicare and Medicaid audits, coverage and overpayment issues, compliance program audits, regulatory and due diligence reviews, integration and consolidation projects, acquisitions and dispositions of business units and assets and contract projects.
Additionally, Douglas regularly counsels hospitals in the areas of physician recruitment, hospital-based physician relationships and hospital/physician group joint ventures.
Douglas was named one of the country's "Outstanding Physician Practice Lawyers" for 2006 by Nightingale's Healthcare News and was also selected as one of the Leading Lawyers in Illinois in health law.
Prior to joining the firm in 1993, he was an assistant state’s attorney in Chicago and practiced in the Office of the State’s Attorney’s Federal Litigation and Hospitals Departments. In that capacity, Douglas represented Cook County in federal litigation matters that included oral arguments before the U.S. Court of Appeals for the Seventh Circuit. Douglas also represented Cook County Hospital in general counsel matters.
In General. He is a graduate of Washington University School of Law and he received a postgraduate LL.M. degree in health care law from Loyola University School of Law. He is a frequent speaker on health care and nonprofit law topics before many professional groups, including the Chicago Bar Association, American Health Lawyers Association and Healthcare Financial Management Association, and at board of directors and senior management meetings. |
