Dr. Donald H. Foley reports directly to SAIC's CEO on a Special International Assignment. Dr. Foley devotes his efforts to managing the company's activities relating to its contract to provide a C4I (Command Control Communications Coordination and Integration) system to the Greek government. Dr. Foley has over 30 years of experience in the management of technology and advanced systems including senior executive positions in both the public and private sectors.
From 2002 until 2007 Dr. Foley served on the SAIC Board of Directors. As a director he helped SAIC through the successful transition from SAIC's founder and only CEO for 35 years to a new management team and helped SAIC transform its capital structure via a successful IPO in October 2006.
For two years from 2005 until 2006 Dr. Foley served as SAIC's first chief engineering and technology officer responsible for the development oversight and implementation of corporate technology and engineering policies. Working with the CEO COO CFO and group presidents he led the development and implementation of a corporate strategy to expand SAIC's position and capabilities as a premier high-end engineering science and technology company.
From 1991 until 2005 Dr. Foley served as group president of the Research and Intelligence Group. He was responsible for the leadership and management of SAIC's largest group with over $2 billion in annual revenues with seven business units over 10 000 personnel and more than 100 operating locations worldwide. He oversaw business areas including information technology intelligence research and development imagery systems aerospace systems advanced sensors and modeling and simulation. His group served national security and civil government customers including the intelligence community the Defense Advanced Research Projects Agency (DARPA) the military departments and various classified customers. During his tenure as group president he consistently maintained a strong technology focus while delivering a compound annual growth rate of 20 percent.
Prior to joining SAIC Dr. Foley was the director of DARPA's Special Programs Office responsible for a $300 million annual budget. He led DARPA's development activities in next-generation sensors and signal processing as well as operational integration into existing platforms. He routinely coordinated with senior levels in the DoD other government agencies and Congress. He was a member of DARPA's Management and Technical Councils and DDR&E's Air Defense Advanced Technology Thrust.
From 1971 to 1985 Dr. Foley was executive vice president of PAR Technology Corporation and led PAR's business in statistical pattern recognition sensor processing and information technologies. He helped guide this startup corporation through a successful public offering.
Dr. Foley received his bachelor's degree in electrical engineering from Worcester Polytechnic Institute (WPI) and his doctorate in electrical and computer engineering from Syracuse University. The IEEE honored him for his work in statistical pattern recognition. In 1996 WPI presented him the Hobart Newell Award for Outstanding Electrical and Computer Engineering Alumnus and in 2001 WPI awarded him the Robert H. Goddard Alumni Award for extraordinary professional achievement. |
