Donald E. Allison Director, Research, Development, Testing and Evaluation Donald E. Allison has worked on a variety of assignments, including the preservation and harvesting of relevant digital evidence from enterprise-wide computers and servers for use in internal corporate and regulatory investigations, in-depth analysis and tracking of digital files over time within a networked environment, analysis of websites and archived websites, and forensic examination of digital evidence for use in civil, regulatory, bankruptcy and criminal matters involving the theft of proprietary information and intellectual property, spoliation claims, securities fraud, defense contracting abuse and other matters. Mr. Allison has extensive experience in critical information management, network and software security, and computer forensic investigations. He is a regular guest lecturer on computer forensics at the Virginia Institute of Forensic Science and Medicine and the Virginia Commonwealth University. Mr. Allison has been the technical reviewer of computer forensics text books and was featured in a chapter entitled Finding Feedback Loops to Improve Performance, in A Guide to Forensic Testimony: The Art and Practice of Presenting Testimony As An Expert Technical Witness (2003). Mr. Allison is qualified as an expert in computer forensics in the Federal District Court of the Eastern District of Virginia. He has performed computer forensic examinations in support of both civil and criminal cases in Virginia, Washington, DC, and Florida. Mr. Allison developed methods to evaluate forensically and report the information flow and communications interactions in multinational, multilingual cases involving localized, foreign language versions of operating systems and software. In addition, he has significant experience in the analysis and implementation of computer forensic methodology and protocols in support of complex cases. Among the more notable cases that Mr. Allison has provided expert advice regarding computerized evidence are the Brian Patrick Regan espionage case and the Zacarias Moussaoui terrorist case. For the Department of Defense (DoD), Mr. Allison authored the information assurance policy for the U.S. Missile Defense Agency's (MDA) Test and Evaluation Directorate and the software assurance policy for the MDA's System Engineering Directorate. He was a member of the MDA Software Advisory Panel and served, from 2002 through early 2003, as the Chairman of the Information Assurance and Software Assurance Subcommittees of the Software Advisory Process Group for the MDA. Prior to working at the MDA, Mr. Allison participated in the oversight of the DoD's Joint Simulation Training for the U.S. Navy at the U.S. Joint Forces Command's Joint Simulation and Training Center. From 1994 until 1998, Mr. Allison was the lead technical controller for the Navy's joint simulation during large scale combined and Allied forces war-fighting exercises. As a Research and Development scientist at Johns Hopkins University s Applied Physics Laboratory, Mr. Allison worked with next generation submarine detection and counter-detection technology development. He also participated in the Distributed Interactive Simulation initiative of the DoD. From 1985 until 1988, before working at Johns Hopkins, Mr. Allison worked for NASA's Goddard Space Flight Center, with his principal effort involving satellite data analysis using large-scale models running on NASA's super computers. Mr. Allison has an M.S. in Meteorology from Florida State University, and a B.S. in Meteorology from Pennsylvania State University. Mr. Allison received a NASA fellowship while at Florida State, one of four awarded in the nation.
