Since 1984, Donald D. Gabay has led the Insurance Practice at Stroock, which was one of the first among major law firms concentrating in corporate and insurance regulatory matters. He represents major property/casualty, life and health insurers and reinsurers, as well as licensees of state insurance departments.

Before joining Stroock, Mr. Gabay served as the First Deputy Superintendent of the New York State Insurance Department from 1978 to 1984 and as Chief Counsel to the New York State Assembly Committee on Insurance from 1975 to 1978.

Mr. Gabay is active within the National Association of Insurance Commissioners and served on various Industry Task Forces. He also served as counsel to the National Conference of Insurance Legislators during the drafting of the Interstate Insurance Receivership Compact and participated in the organization’s study of financial guaranty insurance. He has authored articles on topics such as the New York Insurance Exchange, the demutualization of property and casualty insurers, and credit for reinsurance. Mr. Gabay is also a frequent lecturer on insurance industry topics and is actively involved in professional organizations. Mr. Gabay has been the recipient of numerous insurance industry awards. In 2007, Mr. Gabay was the recipient of the Council of Insurance Brokers of Greater New York’s Lifetime Achievement Award.

Mr. Gabay commenced his insurance career as a property/casualty broker and as a life agent. He is the immediate past Chairman of the Insurance Federation of New York, a not-for-profit insurance educational association of insurance companies, insurance brokers and consultants.
