Donald Rice Biography :

Dr. Rice currently serves as Chairman, President and CEO of Agensys, Inc., a Santa Monica, California-based biotechnology company. Prior to that, he served Teledyne, Inc. from March 1993 until August 1996 as President and Chief Operating Officer, having served as Secretary of the Air Force, U.S. Department of Defense, from 1989 to1993. From 1972 to 1989, he headed The RAND Corporation as President and Chief Executive Officer. From 1970 to 1972, he was Assistant Director of the Office of Management and Budget, The White House. Dr. Rice was with the Department of Defense from 1967 to 1970, holding the positions of Deputy Assistant Secretary of Defense for Resource Analysis and Director of Cost Analysis. From 1965 to 1967, he served to the rank of captain in the U.S. Army.

A founder and director of Agensys from its start-up in late 1996, Dr. Rice also serves as director of Wells Fargo & Company, Vulcan Materials Company, Chevron Corporation, and Amgen, Inc. Until its sale to Johnson & Johnson in 2003, he served as director from 1997 and Chairman of the Board of Directors of Scios Inc. from 1998 to 2003. He also served as a director of Teledyne, Inc. from 1993 to 1996 and of Pacific Enterprises from 1984 to 1989.

He is a member of the RAND Corporation Board of Trustees, Chairman of the Board of Governors of the Pardee RAND Graduate School, and member of the Equipment Advisory Committee for the PGA Tour. He is a Fellow of the National Academy of Public Administration.

Past public service roles include member of the U.S. Commission on National Security/21st Century, President of the Institute of Management Sciences, Chairman of the National Commission on Supplies and Shortages, Director of the Defense Resource Management Study, and a member of the National Science Board for twelve years and the Defense Science Board for six.

In 1999, Dr. Rice was honored with the Wanner Award from the Military Operations Research Society. Other honors include the Citation Award from the UCLA School of Engineering and Applied Sciences, the Symington Award from the Air Force Association, Ten Outstanding Young Men from the U.S. Jaycees, the Distinguished Civilian Service Medal and the Meritorious Service Medal from the Secretary of the Defense. He is a member of Tau Beta Pi, the national engineering honorary society and was a Ford Foundation Doctoral Fellow.

He earned a B.S. in Chemical Engineering from the University of Notre Dame (1961), an M.S. in Industrial Management from Purdue University (1962), and a Ph.D. in Economics from Purdue (1965). He has received honorary doctorates in Engineering (Notre Dame, 1975), Management (Purdue, 1985), Laws (Pepperdine, 1989), Humane Letters (West Coast University, 1993), and Public Policy (RAND Graduate School, 1995).
