Desiree C. Yang is an associate in the law firm of McDermott Will & Emery LLP based in the Washington, D.C. office. She is a member of the Firm’s Energy and Derivatives Markets Practice Group where she represents investment banks, hedge funds, wholesale power marketers and energy companies on a variety of regulatory, compliance and transactional matters.
Desiree has counseled clients on the Federal Energy Regulatory Commission (FERC) regulatory and compliance changes brought upon by the Energy Policy Act of 2005, especially issues relating to the Public Utilities Holding Company Act of 2005, the Federal Power Act and the Electricity Modernization Act of 2005 that established mandatory reliability standards for users, owners and operators of the bulk-power system. She also has counseled clients on FERC market-based rate authorization applications and power pool membership. On the transactional side, Desiree has experience negotiating master trading agreements for power, gas and financial products. She also has advised clients on energy transactions, such as the acquisition of a book of wholesale power trades by a power marketer from a major energy company, and the subsequent transfer of the trades to the power marketer by novation.
Prior to joining the Firm, Desiree was assistant general counsel and regulatory consultant at an energy management and consulting company. Desiree also worked for the Chinese (Taiwan) Yearbook of International Law Affairs, as edited by Professor Hongdah Chiu in affiliation with the University of Maryland School of Law, translating Chinese legal opinions and other legal documents into English.
Desiree is admitted to practice in New York and the District of Columbia. She is a member of the Energy Bar Association.
