Dennis Kelso Biography :

Dennis Takahashi Kelso is the Marine Fisheries program officer in the Conservation and Science Program. The goals of the Conservation and Science Program are to protect and restore our oceans, coasts, and atmosphere and to enable the creative pursuit of scientific research toward this goal.

Before joining the Packard Foundation in 2005, Dennis' professional experience was in environmental policy and fisheries-related research. He served on the faculty of environmental studies at the University of California, Santa Cruz from 2000 to 2005, and his research examined the changes in Pacific Coast commercial fisheries particularly the shift toward production of farm-raised rather than wild-caught salmon as well as the ecological risks and policy implications of genetically modified fish proposed for marine aquaculture.

Before coming to California in 1993 to pursue his doctorate at the University of California, Berkeley, Dennis served as Alaska commissioner of environmental conservation from 1986 to 1990. When the tanker Exxon Valdez ran aground in 1989, spilling nearly 11 million gallons of crude oil into Prince William Sound, he directed the state's oversight of the cleanup and its enforcement of environmental laws. He also represented the state before news media and numerous Congressional committees. Among his other duties as commissioner, Dennis was responsible for the state's seafood inspection and food safety programs, a role in which he worked closely with fishermen and seafood processors. He was deputy commissioner of the Alaska Department of Fish and Game from 1983 until 1986, working primarily on preservation of fish habitats, conservation of the caribou herd that calves on the coastal plain of the Arctic National Wildlife Refuge, and protection of migratory waterfowl populations. Dennis was chair of the Alaska Emergency Response Commission and a member of the Alaska Coastal Policy Council, the Alaska Water Resources Board, and the Alaska Land Use Council. He also served as director of the Division of Subsistence from 1980 to 1983, supervising field research on traditional uses of wild, renewable resources in Alaska's 200 rural communities.

Dennis holds a law degree from Harvard University and a Ph.D. in energy and resources from the University of California, Berkeley. His written work includes a book coedited with sociologist Rachel Schurman titled Engineering Trouble: Biotechnology and Its Discontents, Berkeley: University of California Press (2003). He was selected as a Pew Fellow in marine conservation in 2003.
