In both private and governmental positions, David Sann has a track record of dedication to communities needing care. He is an entrepreneurial and creative decision maker and motivator who achieves excellent financial and operational results. He brings far-reaching experience with contracting, compliance, government relations, and financial and strategic planning to the operations of Calvert Health Partners, LLC. Mr. Sann rejoins Calvert Health from the Iowa Foundation for Medical Care, the Medicare Quality Improvement Organization for Iowa and Illinois. At the Iowa Foundation, Mr. Sann managed a national Web site devoted to health care quality improvement, www.medqic.org . He guided the Web site through the software development life cycle and coordinated with external organizations to acquire quality improvement content focused on clinical and process improvement in major health care settings (home health agencies, hospitals, nursing homes, and physician offices). Mr. Sann lent his expertise in government contract administration and proposal management to several other projects. As Sierra Military Health Services’ Vice President, Senior Services, Mr. Sann implemented the TRICARE for Life Medicare supplemental insurance program, and was responsible for marketing, call center operations, coordination of trading partner agreements, and oversight of vendors providing claims processing, mental health, pharmacy benefit management, and data entry services. Through collaboration with the Defense Department and Sierra subcontractors, Mr. Sann successfully shaped the product and was responsible for its on-time, on-budget implementation. Mr. Sann led the development of Sierra’s response to the $10 billion TRICARE procurement known as T-Nex, overseeing all aspects of the technical proposal and coordinating its pricing. In 2000, Mr. Sann headed Sierra’s team negotiating with the Defense Department on the global settlement of over 130 contract modifications. He also was deeply involved in Sierra’s legislative education and liaison activities with the United States Congress.
