David Buzzell is counsel in the firm's Environmental Practice Group. He augments his experienced regulatory counseling, permitting, remediation and environmental litigation practice with a strong technical education and practical engineering experience.
Regulatory Counseling. David has provided a broad range of counseling to a diverse clientele, addressing the often overlapping requirements of various environmental programs, at both the state and federal levels. While focusing on hazardous, municipal and residual waste regulation on behalf of several publicly and privately owned solid waste collection, transportation and disposal operations, David has also handled numerous issues relating to storage tanks, wetlands, water pollution, asbestos and all aspects of environmental due diligence, including review of technical investigations, remediation oversight, transaction structuring and negotiation, and risk and cost evaluation. In addition, David has been involved in matters relating to land use development and zoning, condemnation and insurance coverage.
Environmental Litigation. David has represented environmental litigation clients in various forums, from multiparty Superfund disputes in federal district court to permit and enforcement appeals before the Pennsylvania Environmental Hearing Board. Bolstered by effective litigation strategies, David has successfully negotiated settlements, consent orders and consent agreements, often emphasizing creative and technical solutions.
In General. David is a member of the national engineering honor society Chi Epsilon. He worked as an engineer at Woodward-Clyde Consultants in the field of geotechnical engineering and hazardous waste management before entering Villanova University School of Law. While at Villanova, David served as president of the Environmental Law Society for two years and founded V.I.E.W. Villanova Incorporated Environmental Watch, a citation service provider to the decisions of the Pennsylvania Environmental Hearing Board. David graduated in 1988 and began practicing environmental and land use law. David is a past chair of the Pennsylvania Bar Association, Environmental, Minerals and Natural Resources Law Section, having previously served in various officer positions and as a council member. For more than a decade, he was responsible for the section's continuing legal education activities and served as a course planner and faculty member for the annual PBA/PBI Pennsylvania Environmental Law Forum. David has also served on the Pennsylvania Bar Institute's Environmental Law Committee, and by appointment was an alternate to the Department of Environmental Protection's Sewage Advisory Committee. In 1996, David organized and currently functions as the executive director to the Delaware Valley Environmental American Inn of Court, the first and only Inn of Court chartered by the national foundation specializing in environmental law. |
