David Nelson Biography :

David Nelson has over twenty-four years of executive management experience of healthcare organizations, and has a record of business success and distinguished service to his country and his community. As President/CEO of Calvert Health Partners, LLC (CHP), Mr. Nelson is responsible for the overall development, growth, and execution of CHP’s business strategy. Mr. Nelson is also responsible for target identification of acquisition candidates, and fund raising activities. Mr. Nelson As President of Sierra Military Health Services, Mr. Nelson applied his experience in both public and private sector healthcare operations to oversee all aspects of Sierra’s TRICARE Northeast Managed Care Support contract. The scope of responsibility spanned 13 Northeast and mid-Atlantic states and the District of Columbia, and encompassed more than one million active duty military personnel, retirees, and their dependents. A selection of Mr. Nelson’s notable accomplishments include: the successful transformation of Sierra from a small start-up to a company employing over 750 individuals with operations over forty locations in 13 states, and the acquisition and aggregation of scores of organizations to serve in capacities ranging from key vendors, to major subcontractors, to strategic business partners, to the acquired organizations that were integrated into the business. In order to bid or fulfill the TRICARE Region 1 contract, Mr. Nelson formed strategic alliances with Blue Cross and Blue Shield of South Carolina (Palmetto Government Benefits Administrators, or PGBA), Pharmacare (a CVS subsidiary), ValueOptions, and Iowa Foundation for Medical Care (IFMC). He directed the acquisition and full integration of two provider network businesses, Physicians Health Network (PHN) of Maryland and PHP in Virginia, leading to the establishment of contracts with over 55,000 providers and 400 medical facilities. Mr. Nelson also led the fundamental redesign of Sierra’s Medical Management and Health Services operations to improve healthcare utilization efforts while substantially improving patient satisfaction, and the ongoing evaluation and integration of numerous technology solutions, including a leading-edge data mining initiative. Prior to his appointment as President of Sierra, Mr. Nelson served as founder and President of Integrated Healthcare Services, Inc.; Integrated Training & Resources, Inc.; and Integrated Clinical Services, Inc. all Princeton, N.J.-based healthcare consulting and training firms. In this role, he built joint partnerships and joint ventures crafting fully integrated teams to bid major Defense Department healthcare contracts, including TRICARE’s Region 7-8, won by TRIWEST, and Humana’s bids in TRICARE’s Regions 6, and 3-4. Mr. Nelson played a key role in bringing Magellan and ValueOptions together to form Choice in response to the Regions 3-4 procurement. Mr. Nelson served in various capacities, both stateside and overseas, during a distinguished career as an officer in the United States Navy Medical Service Corps. Mr. Nelson also served in a unique healthcare executive position at the United States Embassy Medical Research Laboratory in the Republic of the Philippines. In a diplomatic capacity, Mr. Nelson conducted extensive public health planning and established collaborative intergovernmental programs for member countries of the Association of Southeast Asian Nations. In recognition of his leadership and array of accomplishments in the field, Mr. Nelson has received numerous awards, including the Ernst & Young Entrepreneur of the Year, Healthcare/Life Sciences in Maryland. Mr. Nelson’s commitment to participating in key community leadership positions is reflected in his service on the Boards of Directors of Baltimore based Port Discovery Children's Museum and Living Classrooms Foundation, which provides hands-on education and job training for students from diverse backgrounds, with a special emphasis on serving at-risk youth. In addition, Mr. Nelson serves on the Board of Trustees for Quinnipiac University located in Hamden, Connecticut.
