David Plott Biography :

David M. Plott is a Partner and is head of the firm's Annapolis Practice Group. His practice concentrates on land use, environmental and administrative law. He represents regional and national builders, developers and property owners before State and local administrative agencies, boards, and legislative bodies. He represents clients in appeals of administrative decisions before state courts. Mr. Plott has particular expertise in the laws and regulations relating to the Chesapeake Bay and riparian rights. He also handles rezonings, special exceptions and variances, subdivision and site plan approvals, Critical Area reclassifications, zoning text amendments and other land use matters. A representative listing of Mr. Plott’s clients includes regional mall and shopping center developers as well as senior housing, nursing homes, private schools, regional transit stations and residential developers. Mr. Plott has written and lectured extensively on environmental and land use policies and regulations. He serves as General Counsel for the Annapolis and Anne Arundel County Chamber of Commerce. He has participated in the preparation of legislation regarding growth management, forest conservation, vested rights and the Chesapeake Bay Critical Area. Before joining Linowes and Blocher, he previously worked as a natural resources planner for the State of Maryland.
