David Sander focuses his practice on zoning and land use law, including land development applications, governmental approvals and land use litigation, with an emphasis on projects in the Philadelphia suburbs.
Before joining the firm's Real Estate and Finance Department, Mr. Sander served as Assistant Counsel to an Eastern Pennsylvania/Southern New Jersey homebuilder, where he was responsible for the company's general legal affairs, including negotiating and drafting agreements of sale for land, due diligence, working with engineers, planners and architects to formulate land development plans and prosecuting plans through the municipal review process, including obtaining zoning and waiver relief, obtaining all federal, state and local regulatory permits and approvals, recording plans, procuring financial security for improvements and dedicating public improvements. In addition, Mr. Sander created and maintained corporate land holding and development entities, and created homeowners associations, including preparation of public offering statements, declarations, by-laws and rules and regulations. Mr. Sander also litigated homeowner claims and managed outside legal counsel.
From 1988 to December 2005, Mr. Sander was an associate with the Warrington, Bucks County law firm of Harris and Harris, P.C. Mr. Sander concentrated his practice in representing municipalities including townships of the second class, boroughs and municipal authorities. Mr. Sander advised municipalities on all aspects of general municipal law, represented municipalities and private clients in zoning and other administrative and regulatory proceedings, drafted numerous ordinances and resolutions for municipal clients, handled eminent domain cases including boards of view, advised on municipal borrowing issues, and litigated land use appeals before courts of common pleas and the Commonwealth Court of Pennsylvania. From 1996 through 2001, Mr. Sander served as Solicitor to Warrington Township; from 1996 through 2000, he served as Solicitor to the Warwick Township Water and Sewer Authority; and from 2001 through 2005, he served as counsel to the Newtown Township Planning Commission. Mr. Sander briefed and argued the case that led to the elimination of the "resort area" exception to the liquor license quota from the Pennsylvania Liquor Code. |
