PROFESSIONAL EXPERIENCE

Mr. Roberson began working with SCS in 1979 and has over twenty years of experience providing innovative environmental solutions. His experience, coupled with his interdisciplinary education and training in environmental science, bacteriology and public health, chemistry, toxicology, and water resource management, provides him with the tools necessary to address a wide range of environmental and regulatory issues.

Mr. Roberson has extensive experience with contaminated site investigation and cleanup, hazardo us waste management, EMS , pollution prevention, PCB management, spill prevention, and risk assessment.

Mr. Roberson is an active member of the Advisory Board for the King County, Washington Waste Information Network and is a founding member and past president of the Pacific Northwest Chapter of the Academy of Hazardo us Materials Managers .

Mr. Roberson has U.S. and international experience in environmental science and hazardo us materials management consulting for both private ind us try and vario us governmental organizations. He has directed, managed or been the principal investigator on numero us projects in each of the following topic areas. Conducted a preliminary assessment of over 150 landfills and waste disposal sites on U.S. Navy property in Washington , California , Utah , and Arizona for the presence of hazardo us wastes.

Conducted longitudinal survey of freshwater stream impacted by PCB contaminated effluent from a secondary sewage treatment plant.

Conducted regulatory compliance assessment and prepared recommendations for hazardo us material management to satisfy compliance order for Seattle Metro waste water pretreatment regulations and Washington State Department of Ecology Dangero us Waste regulations.

Consultation regarding potential metals contamination of soils and groundwater from flue d us t at the Western Processing Superfund site in Kent , Washington .

Developed and implemented an automated data management system for a large landfill gas monitoring project at the BKK landfill in West Covina , California .

Directed design and implementation of contaminated soil treatability studies for British Columbia Hazardo us Waste Management Corporation. Evaluated over 20 vendors with dozens of technologies for treating a variety of soils contaminated with coal tars, oils, chlorinated phenols, metals, PAHs, PCBs etc. Selected multiple technologies from 7 different vendors for bench and pilot scale treatability studies. Technologies evaluated included thermal extraction, bioremediation, incineration, stabilization, and solvent extraction.

Directed preparation of a Base Noise Assessment for U.S. Fleet Activities, Sasebo , Japan .

Evaluated health and environmental impacts of land disposal of sewage sludge for Metropolitan Wastewater Management Commission, Eugene/Springfield, Oregon .

Participated in health risk evaluation of emissions from the Spokane municipal waste incinerator. Project foc us ed on evaluation and verification of long term health risks. A sampling plan to compare both pre-startup and post-startup soil contaminant levels was developed and implemented.

Prepared oil and hazardo us substance spill prevention and control plans for the Puget Sound Naval Shipyard, Bremerton , WA ; Bangor Submarine Base, Bangor , WA ; and 15 U.S. Army facilities in Hawaii .

Prepared sections of oil and hazardo us substance spill prevention and control guidance manuals for us e throughout the Navy to aid in preparation of SPCC and Hazardo us Substance spill prevention plans.

Prepared technical support documents us ed in establishing ambient water quality criteria for a variety of priority pollutants. This involved a comprehensive review of the literature on the aquatic toxicity, human health effects, and environmental fate and effects of toxic substances ranging from heavy metals to organic pesticides.

Principal investigator and manager for development of a PCB management plan for Sasebo Naval Base , Japan . The plan addressed compliance with both U.S. , military, and Japanese regulations, standards, and guidelines.

Project Director for a multi-million dollar remedial investigation, feasibility study, and remedial design for the residential and commercial redevelopment of the Pacific Place site, a 200-acre contaminated ind us trial waterfront area in Vancouver , British Columbia .

Project Director for regional ISO 14000 Environmental Management System implementation support at Navy activities in the Pacific Northwest .

Project Manager and principal investigator for a shellfish human health risk assessment. Reviewed toxicological data, conducted statistical analysis of contaminant concentrations in shellfish tissue, and quantified risk associated with human consumption of shellfish tissue for several.

Project Manager for evaluation of treatment alternatives for PCB contaminated soil at the Strandley/Manning Superfund site. Prepared and implemented sampling plan for characterization of contaminant concentrations and designed a treatability study test program. Treatability studies included evaluation of both thermal and solvent extraction technologies.

Project Manager for feasibility study and treatability studies to evaluate thermal and solvent extraction technologies for treatment of contaminated soils at the Strandley-Manning Superfund site. Assisted Seattle City Light and other PRPs in negotiations with EPA.

Project Manager for remedial investigation and remedial design of a 200 acre contaminated ind us trial waterfront area in Vancouver , British Columbia . Responsibilities included preparation of sampling plans, evaluation of remedial alternatives, risk assessment and risk characterization, development and implementation of remediation plans.

Project Manager for site investigations of over 40 hazardo us waste sites at two proposed CERCLA National Priority List facilities owned by the Navy in the Pacific Northwest . Work included preparation of sampling plans, health and safety plans, QA/QC plans, environmental sampling, hydrogeologic investigations, contaminant migration assessment, risk assessment, and preparation of reports and recommendations.

Provided technical support for development of soil and groundwater cleanup standards for the Province of British Columbia . Reviewed and commented on draft standards, participated on technical advisory panels and provided technical background material in support of the regulatory standards.

Reviewed and prepared comments on interim (Part A) permit application and closure plan for PCB storage and waste oil incinerator facility in western Washington .

Task manager on PCB inventory and management projects at over 50 state-owned institutions in California and Washington . Work included sampling, spill control assessments, risk analysis, cost estimating, and development of alternative management options for isolation, retrofit, or disposal.
