PROFESSIONAL EXPERIENCE
Mr. Ross has strong technical and managerial capabilities regarding environmental pollution control. His entire 27-year professional career has been devoted to the performance of solid and hazardous waste management projects. He is Manager of SCS's five offices in the Western Region, a Senior Vice President, and has served on the firm's Board of Directors since 1976.
Mr. Ross began his professional career in 1968 with the U.S. Public Health Service, Bureau of Solid Waste Management (now part of the U.S. Environmental Protection Agency), in Cincinnati, Ohio. There, he worked as a Project Officer for federally funded solid waste demonstration projects covering refuse collection, processing, resource recovery, and disposal.
In 1970, Mr. Ross joined the California Department of Health Services as a civil engineer. His primary assignment was to compile information for and help prepare the state's first hazardous waste plan. Mr. Ross also worked on the management of used pesticide containers and investigation and characterization of improper landfill operations.
Since joining SCS in 1971, Mr. Ross has participated in and managed over 400 projects related to solid and hazardous waste management, resource recovery, recycling, environmental impact assessment, and water quality protection. Most projects have involved politically sensitive issues, and many have included public hearings. In addition, Mr. Ross is SCS's focal point for international assignments. Selected projects directed or managed by Mr. Ross are summarized below.
Fresno County, California -- Technical support for negotiations between the county and private contractor for guaranteed delivery of solid waste to a waste-to-energy incinerator.
Veterans Administration Medical Center, Long Beach, California -- Investigate the feasibility of implementing a heat-recovery incinerator in cooperation with adjacent California State University campus.
Mine Reclamation Corporation Palm Springs, California -- Prepare engineering plan and Environmental Impact Report for 3,000-ton-per-day landfill for disposal of Los Angeles-area wastes via rail haul.
U.S. Army Corps of Engineers, Omaha, NB -- Identify extent of contamination at and develop remediation plans for cleanup of the Del Norte waste pesticide disposal area, a Superfund site in Northern California.
Ventura County, California -- Prepare an EIR for expansion of a former hazardous waste disposal site to accommodate municipal refuse, including assessment of the feasibility of waste-to-energy as a project alternative.
City of Long Beach, California -- Compare the estimated costs of hauling refuse to remote landfills via direct haul in collection trucks versus use of a transfer system. Evaluate cost-saving opportunities for city refuse collection services. Assess flow control issues and commercial solid waste composition.
County of San Bernardino San Bernardino, California -- Estimate future costs to close 18 county landfills in accordance with state regulations.
California Waste Management Board Sacramento, California -- Investigate opportunities for increasing the demand for materials recoverable from municipal solid waste through recycling programs.
City of Big Bear Lake, County of San Bernardino, and Big Bear Area Regional Wastewater Agency, California -- Prepare regional Solid Waste Management Plan, including consideration of waste-to-energy feasibility and mandatory refuse collection service.
City of Seoul, Seoul, Korea -- Investigate options for closure and reuse of the city's major landfill.
City of Santa Fe, New Mexico -- Evaluate resource recovery and recycling options, and search for a new sanitary landfill site.
County of Riverside, County of Shasta, County of San Diego, California -- Three separate projects, each entailing location of a new sanitary landfill site, including response to public comments about proposed site locations.
U.S. Navy, Pacific Division, Pearl Harbor, Hawaii -- Prepare an updated version of the Navy's standard Design Manual 5.10 - Solid Waste Disposal.
City of Burbank, California -- Prepare an Environmental Impact Report for expansion of the city's sanitary landfill.
American Plastics Council, Washington, DC -- Develop programs for users of plastic containers to comply with state minimum content and recycling regulations.
Municipality of Buenos Aires, Argentina -- Assist in the privatization of refuse collection and transfer services in the city.
