PROFESSIONAL EXPERIENCE

Mr. Johnson is highly experienced and well versed in environmental affairs. Mr. Johnson has managed or been involved with well over 500 site assessments including Phase I environmental assessments, subsurface investigations of chemicals in the vadose and groundwater zones (Phase II), and site remediation, including the selection of remedial alternatives for site clean up.

Mr. Johnson is a founder of Environmental Business Solutions, Inc., which later joined SCS Engineers in December 2001. Since founding EBS, Mr. Johnson has overseen diverse projects involving litigation support, expert witness testimony, regulatory compliance, and site characterization of soil and groundwater. Prior to founding EBS, Mr. Johnson was responsible for the formation and development of the San Diego office of Applied Geosciences Inc. Mr. Johnson founded the office in 1987 and managed it until he was promoted in 1990. During Mr. Johnson's tenure as manager, San Diego operations grew from two to over fifteen technical and administrative staff.

Projects Mr. Johnson has managed have included those dealing with such diverse problems as:

Pesticide contamination in the shallow subsurface;

Heavy metal contamination in surface and subsurface soils;

Petroleum hydrocarbon contamination in soil and groundwater;

Chlorinated hydrocarbon contamination in soil and groundwater;

Methane gas and chlorinated hydrocarbon contamination in the subsurface; and

Friable asbestos in the shallow subsurface soil.

Mr. Johnson is intimately acquainted with the current practice of environmental assessments and has spoken at or chaired numerous conferences on hazardous waste issues rela ted to real estate transactions. In addition, Mr. Johnson has managed numerous site assessment and subsurface investigation projects including soil boring and monitoring well programs as well as soil-gas and geophysical surveys. Mr. Johnson has also managed projects where vapor extraction and bio-remediation technologies were utilized for the remediation of the soil and groundwater.

Mr. Johnson's previous experience includes work for the United States Environmental Protection Agency (EPA) in Washington , D.C. While at the EPA, Mr. Johnson was given the primary responsibility for the development of national indications of ground and surface water quality, as well as wastewater sludge, for the Environmental Results Indicators project (ERI). ERI was given a top priority by the Administrator of the EPA as a way to tracking Agency progress and more efficiently allocating EPA resources. Mr. Johnson's work was used in a briefing for the Administration of the EPA, which Mr. Johnson attended as a technical advisor.

Internationally, Mr. Johnson had the opportunity to work for the United Nations Environmental Program (UNEP) in Nairobi , Kenya . While at UNEP, Mr. Johnson worked with the global environmental information system known as INFOTERRA, which provided environmental information to some 115 nations in four languages. Mr. Johnson's duties included system analysis and clarification. While in Nairobi , Mr. Johnson also developed a compendium of information on appropriate technology.

Regionally, Mr. Johnson was actively involved in the development of mobile source and transportation control air pollution regulations at the South Coast Air Quality Management District, including testimony before hundreds of people at workshops, hearings, and the District Board. Mr. Johnson developed a benefit-cost analysis of a proposed air quality regulation which was considered by the South Coast District Board.

Mr. Johnson has spoken on the national radio talk show "Environmental Directions." Mr. Johnson discussed his role in the passage of a recent resolution by the Los Angeles Board of Supervisors to deal with the problem of disposal of household hazardous waste in Los Angeles County . Mr. Johnson also addressed the broader issue of hazardous waste management and the related issue of cross-media transfer of pollutants.

Mr. Johnson has taught/is teaching the following courses:

Environmental Site Assessment for the Certificate Program in Hazardous Materials Management at the University of California , San Diego , Extension (UCSD). He has taught this course for the past five years.

"Introduction to Hazardous Materials Management" at UCSD. He is currently teaching this course.

Mr. Johnson has spoken at, chaired, or been involved with numerous conferences in the environmental field, including the following conferences for UCSD and UC-Riverside:
