Catrina Archuleta Biography :

Catrina brings over six years of substantial experience in land use, eminent domain/condemnation, environmental law and civil litigation. She has represented public agencies including cities, counties, redevelopment agencies, and joint powers, in various types of litigation matters. She has a wide-range of experience in defending public entities in connection with large public works projects in jury and non-jury trials and has represented entities such as the Los Angeles County Metropolitan Transportation Authority (MTA), Alameda Corridor East-Construction Authority (ACE), Los Angeles Unified School District, City of San Diego and Southern California Regional Rail Authority (Metrolink).Currently, Catrina serves as deputy redevelopment agency counsel to the cities of La Puente and Pico Rivera and serves as special counsel regarding, land use, redevelopment and condemnation issues to various cities and agencies throughout the State of California.In her eminent domain and redevelopment practice, Catrina frequently handles challenging valuation issues on behalf of government agencies for all types of developed and undeveloped properties. She has represented her clients on issues involving the value of the land taken, pre-condemnation damages, severance damages, loss of business goodwill and challenges to the right to take. Catrina is experienced in all aspects of the condemnation process, including pre-acquisition planning, selection and coordination of the services of appraisers and other expert witnesses, negotiation, relocation assistance, and environmental issues.Catrina has also worked with state and local public agencies in environmental administrative hearings. She has provided case management of multifaceted and highly scientific, technological environmental cases for private businesses. Her litigation experience includes defense representation and negotiations for contamination in fresh water ponds, soil contamination, contamination of groundwater, air quality negotiations, CEQA, water quality control, insurance coverage, and implementation of the Polanco Act.Catrina received her J.D. in 2000 from Loyola Law School. While in law school, she served as a summer associate in the Environmental Section of the Department of Justice, California Attorney General's Office. She also clerked for the California Court of Appeal, Second District and served as a legal intern at the Office of the Los Angeles County Supervisor, Gloria Molina. Catrina received a B.A. in philosophy and a B.A. in political science in 1997 from Loyola Marymount University. Catrina is a member of the American Bar Association, the Mexican American Bar Association, the Latina Lawyers Bar Association, the litigation and real property sections of the Los Angeles County Bar Association, Hispanas Organized for Political Equality (HOPE) and is a board member of the National Women's Political Caucus (NWPC). She also serves as a judge pro tem for Los Angeles County Superior Court.
