Cathy’s practice is devoted to representation of nonprofit and public health care providers and payors. Her practice includes acquisitions, mergers and affiliations of health care businesses, managed health care contracting, financing transactions (particularly tax-exempt bond financings), health regulatory and compliance issues, contract negotiation and preparation, and general counseling to public and private health care entities. Cathy’s experience also includes representing entities which assume Medi-Cal and indigent care obligations. She currently serves as General Counsel to the County Medical Services Program (CMSP) Governing Board.
