Experience:
Carlos has a wealth of experience working in regulatory and securitisation fields and, before joining Mayer Brown, was Director and Legal Counsel of the European Securitisation Forum (ESF). Carlos' main role within the ESF included advising working groups on legal and regulatory matters affecting securitisation, with particular focus on the implementation of Basel II and early stages of Solvency II. He was responsible for the development of domestic legal frameworks in various European countries and handling issues arising from the Market Abuse Directive and Rome I Regulation.
Carlos represented the ESF in the FSA's Securitisation Standing Group (SSG), a joint regulator-industry body that serves as pre-consultation discussion forum on a variety of Basel II/CRD implementation issues. He also participated in a number of industry comment letters to CEBS, the FSA, the Bank of Spain and the German Ministry of Finance on Regulatory Capital matters concerning Basel II/CRD and, more recently, the Large Exposures regime.
Prior to his role at the ESF, Carlos worked in private practice advising on securitisation and structured finance transactions, debt and equity securities offerings, banking transactions and providing regulatory advice.
