Burck Smith Biography :

Prior to co-founding SMARTHINKING in 1999, Burck was an independent consultant and provided statistical, economic, management and communications consulting services to for-profit and non-profit educational organizations. Clients included Microsoft, the Computer Curriculum Corporation, the CEO Forum on Education and Technology, the Milken Exchange on Education and Technology, Teaching Matters Inc., Converge Magazine and several start-up companies. Burck is an experienced writer and speaker and has advised all levels of government about the opportunities and dangers of using network technology in welfare reform, education, electronic commerce, voting, the democratic process, community development and the telecommunications industry. Burck has written about education and technology for Wired Magazine, Wired News, Converge Magazine, University Business and the National School Boards Association. Before launching Burck Consulting, Burck was Research Director at Public Interest Breakthroughs www.p-i-b.org), a non-profit consulting organization that helps state and local governments plan and build information systems for human services. While with PIB, Burck authored a 1998 report on state human service infrastructures on behalf of the National Association of State Information Resource Executives (NASIRE). In 1993, with a grant from the John T. and Catherine D. MacArthur Foundation, Burck founded the State Telecommunications Policy Program at the Center for Policy Alternatives, a state- focused, Washington, D.C.-based research institute. While at the Center for Policy Alternatives, he published articles on local efforts to create community networks, electronic access to political information, the effect of telecommunications deregulation on the states and the untapped potential of electric utilities to serve as telecommunications service providers. Burck also testified to the U.S. House Subcommittee on Elections about the potential for and barriers to electronic voting. He has a Master's Degree in Public Policy from Harvard University's John F. Kennedy School of Government and a BA from Williams College. Burck has traveled extensively and has worked in Korea and Vietnam.
