Betty Marroquin's work as a paralegal emphasizes assisting attorneys involved with international dispute matters at the International Court of Justice, the International Center for Settlement of Investment Disputes, as well as cases concerning foreign entities at Federal or State Courts. She supports a variety of practice activities that are focused on helping foreign governments, foreign state owned companies, and private sector clients with dispute resolution and risk management involving globalization, investment, trade issues and focusing on U.S. and international litigation forums. She also has a strong background in public policy advocacy at senior levels of government.

Betty had extensive experience representing the government of Guatemala before joining Foley Hoag. Most recently she served as Counselor of the Permanent Mission of Guatemala to the United Nations. In this capacity she kept track of economic and development issues within the Economic and Social Council (ECOSOC), where Guatemala was Vice Chair. She also negotiated resolutions for Guatemala as a member of the "Group of 77+ China" while following all economic, development, environmental and socioeconomic issues in the Group.

Earlier, as Counselor/Congressional Liaison at the Embassy of Guatemala in Washington, DC, Betty represented the Ambassador before the United States Congress, USTR, Department of State, Department of Labor, and Department of Commerce, think tanks and non-governmental organizations. She pursued effective public policy advocacy in this position, as she analyzed, monitored and lobbied for major legislation regarding foreign investment, narcotics, trade, human rights, geopolitics, the environment, immigration and labor. She also answered Congressional inquiries concerning constituency support of specific actions, and monitored media coverage of issues that had direct or indirect impact on Guatemala. Betty regularly advised and briefed Guatemala's Ambassador, Cabinet members, President and Vice President, to prepare them for dealing successfully with members of the U.S. Congress.

While serving with the Embassy, Betty's main achievement was to establish a direct channel of communication between the Embassy in Washington and key staff members of the United States Congress. An important element of this communication effort was promoting meetings between Cabinet Members or the Ambassador, and key congressional staff members. Through this effort Betty helped obtain support in Congress for a personal initiative to successfully create the Congressional Central America Caucus.
