Arjun has more than 13 years of consulting experience focusing on clients in the federal markets arena. Arjun's experience includes a wide range of consulting assignments for contractors in healthcare universities electronics and environmental industries. His clients have included both large and small contractors. Arjun was previously a partner at Arthur Anderson LLP.
Professional Experience
Federally Funded Health Insurance Arjun assisted a major Medicare contractor to transition its Part A and Part B contracts. In this project he was responsible for developing monitoring and updating a complete transition plan covering the activities for 1 200 employees assisted in developing the transition and termination budgets for the contracts and assisted in discussions with HCFA on specific transition and termination issues. He has also assisted two major Medicare contractors respond to HCFA audit results. Arjun has performed similar work for two other Medicare contracts transition their Part A and Part B contracts.
Arjun has managed a number of consulting projects over the past several years related to providing government contracts expertise in the healthcare industry. He assisted two Blue Cross and Blue Shield organizations and business units with respect to all aspects of pricing issues related to their administrative cost proposals for the Dept. of Defense's OCHAMPUS Managed Care solicitations. As part of these proposals he assisted in the development of the CASB Disclosure Statements for the CHAMPUS business units. He performed similar activities for another healthcare contractor bidding on a separate OCHAMPUS Managed Care Solicitation. Arjun re-designed the cost allocation system and profitability reporting for three Blue Cross and Blue Shield organizations. This included working with senior management to obtain approvals and preparing and reviewing CASB Disclosure Statements for various Blue Cross and Blue Shield organizations with CAS covered contracts. As part of this re-design process Arjun assisted two Blue Cross and Blue Shield organizations with the installation of PeopleSoft financial systems software package.
Compliance Additionally he performed an engagement to assess a vendor's performance under a contract to outsource the billing and administration of COBRA benefits for more than 60 companies to assess compliance with the contractual terms and to determine the appropriateness of billings.
Other Arjun has extensive government contract experience. He served as project manager for a re-engineering project for a large federal government agency to re-engineer their business processes as related to concession operations. This involved preparing testimonies to Congress. He re-engineered a large environmental remediation company's accounting functions and billing systems to provide more timely and accurate billings to the government. He performed a detailed review of the overhead rate calculation of a major university for submission to the government. He also performed a detailed cost analysis for a large electronic manufacturer to establish the impact of alleged FAR noncompliance as well as a review of cost submissions to the government under a cost plus contract.
