Prior to joining Suss Consulting, Mr. Carpenter was the EDS Lead Telecommunications Engineer on the Navy/Marine Corps Intranet Contract, responsible for convergence of data, voice and video using IP technology. Other recent experiences include EDS Team Lead and Telecommunications Engineer responsible to National Guard Bureau (NGB) AIS Plans Manager. Mr. Carpenter developed engineering requirements for NGB Statements of Requirements (SOR) voice system equipment and provided national project management. This included working with the US Army Communications and Electronics Command (CECOM) and designated contractors and their sub-contractors to ensure delivery of requirements as defined in the EDS prepared individual site, NGB SORs.
In his capacity as the NGB Voice Plans Team Lead, Mr. Carpenter had full responsibility for ensuring that all new equipment was properly engineered and integrated with the existing legacy data systems on the NGB WAN. Mr. Carpenter worked directly with other NGB designated contractors on WAN design and integration. At the direction of the NGB Representative, Mr. Carpenter personally developed specifications, evaluated and assisted in the award of a three-million dollar National Call Accounting system. Following award, he was given full responsibility by the NGB to interface with the contractor for delivery and payment of invoices.
Mr. Carpenter has twenty-one years of Federal Government telecommunications experience, within the managerial and engineering fields, spanning across four federal government agencies. Mr. Carpenter developed both short-range tactical and long-range strategic plans that have been used successfully to adopt new technology, and upgrade existing technology to meet new and future program requirements. As the Assistant Director for Infrastructure Programs, he served as the Department of Treasury FTS2000 Transition Manager. This responsibility included providing project management, guidance, and support for the thirteen Treasury Bureaus for the FTS2000 network transition from Sprint to AT&T. As the Transition Manager he coordinated activities between Treasury, GSA, and their FTS2000contractors. A consistent outstanding record of creativity and versatility has allowed Mr. Carpenter to effectively manage these programs and to successfully implement cost reduction programs through the use of enhanced telecommunications technology.
At the US Postal Service Mr. Carpenter was responsible for the development, evaluation and award of an RFP for a major ten-hub EAPBX electronic tandem switching system used in the implementation of a national private electronic voice network. Mr. Carpenter was also responsible for the network engineering design and implementation of the national switched voice network. Other projects undertaken by Mr. Carpenter at the Postal Service include the engineering and network design for an integrated data and voice network and the development of a statement of work that permitted the equipment acquisition for the integration of four data and one voice network.
Mr. Carpenter’s fifteen years telecommunications experience in both the managerial and technical fields with the Bell Atlantic Telephone Company provides him with an excellent background of the regulated guidelines in which a Local Exchange Carrier (LEC) must operate. In addition to understanding LEC regulations, his expertise includes an excellent knowledge of the LEC inside and outside plant operation environments. |
