Alan Joaquin Biography :

Alan J. Joaquin is a partner in the firm's Insurance Practice Group. He focuses on insurance defense relating to fidelity bonds, directors and officers liability insurance, fiduciary liability, investment advisor and mutual fund policies and general errors and omissions policies. Since joining the firm in 1994, Alan has investigated and negotiated the settlement of various types of claims, and has successfully defended insurers' interests in litigation in both federal and state courts.

Alan is also extensively involved in white collar criminal defense and consultation relating to criminal and civil aspects of the health care fraud and abuse statutes and regulations.

Before joining Drinker Biddle & Reath, Alan spent approximately six years in private practice in New York City, specializing in defense litigation related to financial institution bonds. He represented insurers in matters in the Far East, Israel and throughout the United States. These matters involved various issues including employee infidelity, "on premises" losses, securities fraud, check kiting and lenders' liability. He also performed risk surveys on behalf of insurers with respect to financial institutions and commodities traders. Alan has lectured before insurers on issues relating to various types of policies and is active in the American Bar Association's Insurance Litigation and Torts and Insurance Practice Sections.

In 1991, Alan left New York to accept an appointment with the United States Department of Justice as a trial attorney for the Criminal Division's Fraud Section. At Justice, Alan spent three years prosecuting criminal fraud cases throughout the United States. His cases primarily involved fraud committed by or against financial institutions, pharmaceutical companies, home health care facilities and durable medical equipment providers. Alan also worked extensively with the Department of Health and Human Services in matters involving the Medicare/Medicaid Anti-Kickback Statute and its corresponding "safe harbor" regulations.
