Dir., Forensic Science Services - RJ Lee Group Inc.

A. Schwoeble Biography :

Mr. A.J. 'Skip' Schwoeble, Director of the Forensic Department, is responsible for RJ Lee Group's forensic analytical services as well as for designing, implementing and reporting specialized testing programs. Mr. Schwoeble played a key role in developing latent finger-print technology at RJ Lee Group, as well as the adhesive-lift technology used for sampling skin and fabric for trace evidence applications and for surface and indoor ambient air particulate sampling. He was a principle architect for computer software to perform GSR (gunshot residue) analysis and developed high-speed videography techniques for the study of GSR plume development for commonly used weapons in the United States. Currently, he is in the process of examining GSR from U.S. ammunition manufacturers for the purpose of upgrading information related to formulation changes, which have occurred over the past 20 years. In addition, he has worked with a Swiss law enforcement agency for the collection, analysis and retention of GSR produced from foreign and domestic manufactured ammunition, and for U.S. manufacturers in the examination of clean fire primers. Mr. Schwoeble has consulted with the FBI and other law enforcement agencies on automated microscopy and sample collection techniques for the analysis of GSR and other trace evidence involving known and unknown substances related to crime scenes, as well as training in the preparation and analysis of trace evidence. He has performed GSR analysis and particle analyses for over 450 law enforcement agencies and crime laboratories in the U.S., including Washington D.C.; Virgin Islands; Australia and Switzerland. Mr. Schwoeble's forensic investigations incorporate the use of optical, scanning electron and transmission electron microscopy, atomic absorption, gas chromatography with mass spectrometric detection, and micro Fourier transform infrared spectroscopy and inductively coupled plasma. He has qualified as an expert witness in the states of California, Colorado, Delaware, Florida, Idaho, Iowa, Louisiana, Maryland, Michigan, Minnesota, Montana, Nebraska, Nevada, New York, Ohio, Oregon, Pennsylvania, Utah, Wisconsin, the District of Columbia, the British Virgin Islands and the U.S. Virgin Islands. Mr. Schwoeble has also made presentations to various conferences at the invitation of ICEM-14, ENFSE, MAFS, SAFS, CAFS, MAAFS and SCANNING (Forensic Division). He is also a member of the scientific working group (SWG), sponsored by the FBI, along with 25 national and international GSR experts for setting the guidelines for the collection, analysis, interpretation and reporting of GSR(ASTM) within the Forensic community. Mr. Schwoeble has published in peer-reviewed literature.
